Summary The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The primary purpose of this position is to serve at the intermediate trainee level to prepare for successful progression through full performance level of GS-11. Responsibilities The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-9 and then the GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties include: With assistance from higher Informaticist, provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts. Works with higher level Informatics in leading meaningful and coordinated use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business. As an intermediate level trainee, uses an array of tools designed to give the most useful information, in the most accessible way, to the right of staff, at the right time, to support optimal patient outcomes. As a trainee, enhances electronic health record (EHR) usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements. As a trainee, utilizes workflow analysis necessary to understand the change from the current (as-is) state to a future (to-be) state and addresses the “how” of a process. With assistance from higher level Informaticist or supervisor, curates the EHR to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. As a trainee, evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user. As a trainee, develops and provides formal and informal education and in-services to facility staff as required to facilitate program success. Experience and/or Education: Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst – Informatics. Qualifying specialized experience includes knowledge and use of clinical software packages; prepares reports and presents information effectively; performs data analysis, to include collecting, evaluating, and synthesizing data; assisting with evaluating and recommending operational process changes; and communicating both orally and in writing with a variety of end users. OR Education: Successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor’s degree may be used to qualify applicants for the GS-07 level. OR Superior Academic Achievement (SAA): I meet the qualification requirements for this position using SAA. I have completed all the requirements for a bachelor’s degree in a curriculum that is qualifying (i.e. hospital administration, public health administration, or related fields such as course work in health care administration) for the position to be filled and I meet one of the following: NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of “B” (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of “B+” (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Preferred Experience: Experience with Microsoft suite of applications is preferred, (outlook email & Excel). Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
