JOB SUMMARY: Under general supervision, provides professional level category support in a variety of procurement activities. Participate in on-going category and vendor performance management.
POSITION SPECIFIC JOB RESPONSIBILITIES: Develops bid packages, initiates and manages bid process according to established procedures, professional standards, and awards solicitations. Manages bid challenges according to procedures established by DOAS and employing agency. Interview vendors to obtain information concerning products, price, delivery, and payment terms. Establishes and maintains maintenance, lease, service and other contracts. Monitor performance of assigned contracts for the provision of various services, supplies and/or equipment for compliance with State, Federal and Departmental guidelines. Researches and evaluates new supplies and equipment, reviews bid proposals from vendors and awards orders. Under limited supervision, assists in the development and coordination of the department/division contracting process. Monitor performance of assigned contracts for the provision of various services, supplies and/or equipment for compliance with State, Federal and Departmental guidelines. May supervise and/or provide technical assistance to the procurement staff.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
· Associate’s degree in accounting or business or a directly related field from an accredited college or university and two (2) years of job – related experience in a procurement environment; or Technical diploma in accounting or business and three (3) years of job related experience in a procurement environment; or two (2) years of experience at the lower-level purchase/Procurement Agent 1 (FEP020) or position equivalent.
Note: Some positions may require certification. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies
required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
AGENCY MINIMUM QUALIFICATIONS:
· Demonstrates procurement experience to include specification writing and review, analysis of spend data, contract development, and contract administration.
· Demonstrated experience in competitive bidding and evaluation; awarding commodity contracts and creative contracting utilizing all methodologies.
· Ability to understand and interpret written material, including rules, regulations, instructions, reports, charts, graphs, and tables; applies what is learned from written material to specific situations.
· Demonstrated excellent communication skills and the ability to interact with others in a professional and courteous manner.
· Demonstrated ability to reason and make sound, well-informed decisions.
Demonstrated ability to apply innovative solutions in solving problems.
AGENCY SPECIFIC QUALIFICATIONS :
FEP021- Contract Specialist 1-(PG-J)-Purchase Procurement Agent 2
One Year of experience in a state government purchasing environment
· Demonstrated ability to research, analyze technical data, gather and organize information into a presentable understandable format.
· Demonstrated ability to manage multiple priorities and tasks.
· Displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self and others.
· Working level proficiency in Microsoft Office Suite and PeopleSoft Financials.
· Committed to providing quality customer service.
AGENCY PREFERRED QUALIFICATIONS :
· Demonstrated experience to facilitate the formal bidding process (which includes issuing RFQ’s and RFI’s.).
· Demonstrated experience properly issuing a solicitation on the Georgia Procurement Registry (GPR) systems.
· Working knowledge of the Georgia Code (and other applicable sources/laws).
· Working knowledge of the key documentation forms used in the solicitation process.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
