The State of Connecticut, Department of Developmental Services (DDS) – Central Office – is accepting applications for one (1) Quality Review Specialist position based in Hartford, CT.
We’re looking for a detail-oriented and mission-driven Quality Review Specialist to help ensure the highest standards of care and compliance for individuals supported through DDS programs. In this role, you’ll play a critical part in safeguarding service quality by conducting comprehensive reviews of waivered supports and services, evaluating program effectiveness, and promoting continuous improvement across providers and facilities.
As a Quality Review Specialist, you will perform on-site inspections, observe interactions between staff and individuals served, and engage directly with staff, individuals, and families or guardians to assess service delivery. You’ll interpret and apply federal and state regulations, document findings, and communicate results through clear, actionable reports. This position also involves maintaining accurate inspection records, addressing non-compliance through corrective action planning, and providing ongoing consultation and technical assistance to support adherence to program standards.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Developmental Services and Public Health this class is accountable for independently performing a full range of tasks in the evaluation and monitoring of programs and services for individuals with an intellectual disability or other related conditions.

Minimum Qualifications – General Experience
Six (6) years of experience in writing, implementing and/or evaluating individual client programs for individuals with an intellectual disability or other related conditions.
Minimum Qualifications – Special Experience
One (1) year of the General Experience must include experience on an interdisciplinary team addressing the residential, programmatic or educational needs of individuals with an intellectual disability or other related conditions.
NOTE: For state employees this experience is interpreted at the level of Supervising Developmental Services Worker 1 or Supervising Developmental Services Worker 2.
