Project Employee – Participatory Budgeting Outreach Coordinator
NATURE OF WORK
This position supports the implementation of the City of Spokane’s participatory budgeting process by coordinating community outreach, engagement events, and partnerships with local organizations. This project-based position will help ensure residents across Spokane are aware of and able to participate in the program by organizing idea collection events, supporting community partners, and assisting with public education about the process. The position works closely with the Participatory Budgeting Project Manager and city communications staff to promote participation and support community engagement throughout the program.
SUPERVISION RECEIVED
Reports to the Director of Civil Rights, Equity & Inclusion.

TYPICAL EQUIPMENT USED
Work is performed using standard office equipment and technology including personal computers, laptops, tablets, and smartphones. The position requires regular use of software applications such as word processing, spreadsheets, databases, and communication platforms. The employee frequently utilizes printers, copiers, and audio/visual equipment to support outreach efforts. Regular use of materials and supplies for community events—including signage, handouts, and display items—is required.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met, with or without reasonable accommodation, to successfully perform the essential functions of this position. Work involves a combination of sedentary and active tasks, including standing and walking for extended periods during outreach events. The employee is regularly required to communicate with the public and partners in a variety of settings. Frequent bending, reaching, and carrying of materials is required. The position may require lifting and transporting items weighing up to 25 pounds. Travel between outreach locations is required.
WORKING CONDITIONS
Work is performed in both office and community-based settings, with a greater emphasis on field-based outreach activities. Community environments may include public venues, neighborhood locations, and outdoor settings with varying weather conditions. The position requires regular attendance at evening and weekend events to support public engagement. The work environment is dynamic and people-centered, requiring frequent interaction with diverse community members and partners. Local travel is required.
Minimum Qualifications
EDUCATION
Any combination of education, training and experience equivalent to a bachelor’s degree in communication, community relations/engagement, public relations, social work, social justice, sociology, psychology, or related field.
Experience
Two years of experience in program management, community outreach, public engagement, event coordination, or related work.
