Finance and Accounting Manager Full Time NEW

This position manages daily finance and accounting operations to ensure the accuracy and integrity of Skagit Transit’s financial systems. The role supervises, mentors, and evaluates finance, payroll, and accounting staff, ensuring effective workload management, high‑quality output, and adherence to established financial policies, procedures, and internal controls. The Finance and Accounting Manager ensures timely and compliant financial reporting, analyzes financial and operational data that supports agency strategic goals, maintains compliance with federal, state, and local regulations, strengthens internal controls, and coordinates financial activities with internal departments and external auditors.

Job Duties/Responsibilities

• Lead, supervise, and develop accounting and administrative staff, while managing daily workflow and ensuring compliance with financial policies, procedures, and internal controls
• Ensure accounting and reporting activities comply with GAAP, GASB, IRS, state, and FTA grant requirements
• Prepare financial and operating reports; provide financial analysis and narrative of issues impacting the Agency’s financial condition
• Oversee payables, receivables, general ledger, and fixed assets processes
• Review, modify, and document business processes for optimal efficiency and internal control
• Maintain policies and procedures to ensure compliance with generally accepted accounting principles (GAAP), grant agreements, laws and regulations
• Monitor cash flow
• Reconcile monthly bank statements ensuring entry accuracy
• Prepare the annual financial report for the Washington State Auditor’s Office as well as the NTD (National Transportation Database) monthly and annual reports
• Monitor grant funded projects accounting; manage grant project costs for reimbursement
• Ensure compliance with FTA grant rules and all grant reimbursement requirements
• Manage the annual financial and accountability audits, WSDOT audits, FTA triennial review, and all other financial audits
• Ensure the integrity and effective use of financial systems; plan and manage finance related technology projects
• Maintain fixed asset records including recording capital asset acquisitions, disposals and transfers.
• Update depreciation schedule monthly
• Maintains accurate vehicle asset files
• Reconcile subsidiary ledgers and depreciation schedule to general ledger
• Coordinate physical asset inventories and update records accordingly
• Oversee the semi-monthly payroll processing cycle, including reconciliation of hours, validation of earnings and deductions, processing adjustments and reviewing of payroll reports for accuracy
• Coordinate with Human Resources on employment changes, benefits deductions, retroactive actions, and employee inquiries related to compensation, and payroll discrepancies
• Develop, document, and maintain payroll procedures, internal controls, and audit practices to ensure accuracy, transparency, and compliance
• Ensure compliance with Washington State payroll requirements, including knowledge of the Washington State Department of Retirement Systems (DRS), reporting procedures, and eligibility rules across applicable retirement plans (e.g., PERS)
• Serve as a designated emergency responder during disasters and/or emergencies
• Perform other duties and special projects as assigned

Minimum Qualifications

Any equivalent combination of education and experience that provide the knowledge, skills and abilities required to successfully perform the job. A typical way to meet this requirement would be:

• Bachelor’s degree in finance, accounting, business, or related field
• Financial software system expertise
• 3 years of progressively responsible supervisory and accounting experience
• Complex financial analysis expertise
• Demonstrated experience with semi-monthly payroll cycles
• Working knowledge of Washington State Department of Retirement Systems (DRS)
• Transit industry experience preferred
• Government accounting and procurement knowledge
• Ability to obtain and maintain a valid Washington State Driver license
