Main Purpose of Job

The Deputy Commissioner of Correction serves as a senior executive leader responsible for providing operational leadership, administrative oversight, strategic planning, and organizational direction for the Central Region’s administrative and support services divisions within the Department of Public Safety and Correctional Services. This position ensures that all regional support functions operate efficiently, effectively, and in compliance with departmental policies, legal mandates, fiscal requirements, and correctional best practices.

The Deputy Commissioner functions as a principal advisor to the Commissioner/Executive Regional Director and collaborates closely with executive leadership to support institutional operations, organizational readiness, and long-term correctional management objectives. The position oversees critical administrative functions including finance, human resources, facility maintenance, information technology, procurement and supply services, food services, medical operations, and statistical/research activities.

The Deputy Commissioner also assumes the duties and responsibilities of the Commissioner/Executive Regional Director during periods of absence and may serve as the executive lead during emergency operations, critical incidents, or statewide initiatives impacting institutional operations.

POSITION DUTIES

Executive Leadership and Administration

• Provide executive oversight and management direction to regional administrative support divisions and institutional service operations.
• Assist in the development and implementation of strategic initiatives, operational goals, and organizational priorities for the correctional system.
• Coordinate administrative operations to ensure consistency, accountability, and compliance with departmental standards and applicable laws.
• Advise executive leadership on operational effectiveness, staffing needs, budgetary concerns, infrastructure requirements, and policy development.
• Promote organizational effectiveness and continuous improvement through leadership development, operational analysis, and performance management.

Operational Oversight

• Direct and monitor administrative functions including finance, budgeting, procurement, human resources, facility maintenance, information technology, food services, medical services, and warehouse/storeroom operations.
• Evaluate operational performance through audits, inspections, management reports, and data analysis.
• Ensure institutions maintain compliance with departmental directives, accreditation standards, fiscal controls, and legal requirements.
• Develop and implement corrective action plans to address operational deficiencies and improve institutional performance.

Strategic Planning and Policy Development

• Participate in the development of long-range operational plans, regional objectives, and organizational policies.
• Recommend policy revisions and operational improvements to enhance institutional efficiency, safety, security, and service delivery.
• Support the implementation of departmental initiatives and statewide correctional reform efforts.
• Analyze operational trends, staffing patterns, budget forecasts, and institutional needs to support executive decision-making.

Emergency Management and Incident Response

• Serve as a member of the executive emergency response structure and assist in coordinating regional emergency management activities.
• Assume executive command responsibilities during emergencies, critical incidents, or institutional disturbances as directed.
• Participate in emergency preparedness planning, continuity of operations planning, and incident command coordination.
• Review emergency management protocols and training exercises to ensure operational readiness.

Communication and Intergovernmental Relations

• Maintain effective communication with institutional leadership, executive staff, government agencies, vendors, and community stakeholders.
• Represent the Department during meetings, committees, legislative discussions, and interagency collaborations.
• Prepare and review executive correspondence, reports, policy directives, memoranda, and operational briefings.
• Foster collaborative relationships with internal and external stakeholders to support the Department’s mission and objectives.

Minimum Qualifications

Education: A Bachelor’s Degree from an accredited college or university in corrections, criminal justice, criminology, social work, or a related field.

Experience: Eight (8) years of experience supervising or managing in a correctional setting, to include three (3) years performing correctional management duties as a Warden.

Notes

• Candidates may substitute additional years of experience performing correctional management duties for the required education on a year-for-year basis.
• Thirty graduate credit hours from an accredited college or university in the fields of corrections, criminal justice, criminology, social work, or a related field may be substituted for up to two years of the required experience.
