The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), River Valley Services (RVS) is seeking a motivated and mission-driven Behavioral Health Clinical Supervisor (PCN 86569) to join our Clinical Services Administration in Middletown. This is a key role that ensures our clinical operations remain staffed, efficient, and responsive to the needs of the individuals we serve.

What You Will Do

• Provide clinical and administrative leadership for the Young Adult Services program, ensuring high‑quality, developmentally appropriate care for young adults with complex behavioral health needs.
• Supervise a multidisciplinary team, offering clinical guidance, performance feedback, and support for professional growth.
• Oversee residential and day programming, ensuring services meet clinical standards and regulatory requirements.
• Manage admissions processes, including clinical reviews, service planning, and coordination of care transitions.
• Lead crisis planning and response efforts, collaborating with team members to ensure safety and effective intervention.
• Coordinate regularly with agency leadership to align program goals, address operational needs, and support continuous quality improvement.
• Contribute to a positive, collaborative work culture that prioritizes client-centered care and staff well-being.

River Valley Services (RVS) is a community mental health center serving Middlesex County and the towns of Lyme and Old Lyme. RVS’s goal is to provide the highest quality crisis intervention, case management, and residential and clinical services to adult citizens, 18 years of age and older, who suffer from serious mental disorders and who lack the financial means to secure such services in the private sector. Services are directed at improving clients’ quality of life and fostering dignity, ability, and recovery. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

• Manages the staff and operations of a clinical program, discipline or specialized area;
• Coordinates, plans and manages program activities;
• Formulates program goals and objectives;
• Develops or assists in the development and implementation of related policy;
• Interprets and administers pertinent laws;

• Prepares or assists in preparation of program budget;
• Maintains contacts with individuals both within and outside of program who might impact on program activities;

Minimum Qualifications – General Experience

Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

Minimum Qualifications – Special Experience

Two (2) years of the General Experience must have been supervising professional staff.

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

Preferred Qualifications

• Experience providing outpatient clinical services and residential services to young adults with complex trauma and other severe behavioral health conditions.
• Experience providing clinical and administrative supervision to a multi-disciplinary team that provides outpatient clinical services to people with complex behavioral health and substance-related disorders living in community-based settings.
• Knowledge and experience in providing evidence-based treatment to people with complex trauma and other behavioral health and substance-related conditions residing in community-based settings.
• Experience in developing plans to assess, manage and mitigate risk in community-based settings.

Special Requirements

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
