The New Jersey Public Health & Environmental Laboratories (PHEL) provides clinical and environmental testing services to support local, federal, and other state agencies who protect the public’s health and the citizens of New Jersey. With an annual budget exceeding $30M, and grants funds in excess of $300M, PHEL is growing it’s Procurement Unit.
PHEL is seeking an Administrative Analyst 2, Procurement for the Procurement Unit. This role is responsible for locating, interpreting, conveying, and applying applicable circulars, standards, regulations, policies, procedures to ensure that procurements are executed timely, accurately, and efficiently; may assist in presenting information the agency’s purchase request workflow and financial systems to transact, research, and/or generate reports.
Ideal candidates will have articulate, clear, and concise written and verbal communication skills, the ability to read and quickly comprehend authoritative and instructional literature of varying complexity, an ability to maintain focus in a high-paced boisterous environment while multi-tasking, and proficiency with Microsoft Office. Preference will be given to candidates having degrees in Business Administration, Contract Management, Supply Chain Management or experience with logistics or procurement.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in procurement through the competitive bidding process for a large public or private organization.
OR
Possession of a bachelor’s degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master’s degree in Business Administration, Public Administration, Economics, Finance or Accounting; and one (1) year of the above-mentioned professional experience.
NOTE: “Professional experience” refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession’s principles, concepts, theories, and practices; and is performed with the authority to act according to one’s own judgment and make accurate and informed decisions.
LICENSE:
Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
