Summary The VISN 02 Clinical Resource Hub (CRH) Health System Specialist (HSS) supports the VISN 2 CRH under the guidance of Veteran Health Administration (VHA) which provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional settings. The HSS also supports the location from which care is delivered including but not limited to VA Clinical locations and provider alternate worksites. Responsibilities This position is located at one of the locations listed within VISN 2- This is not a remote or virtual position Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. New state of the art informational clinical technologies and partnerships provide access to care to Veterans in geographical areas which were previously inaccessible. This position may require travel to VISN medical centers or Community Based Outreach Clinics (CBOC) Provide critical technical and program support necessary to sustain efficient telehealth operations throughout the CRH and VISN spoke sites. Responsible for supporting the VISN-wide CRH management program by ensuring smooth, efficient operation of all administrative and clinical functions. Ability to provide dedicated technical support to the CRH and VISN 02 Facilities. Operationalizes short- and long-term plans, based on demographic, geographic and real-time program data for Mental Health, Primary Care, Nursing, and Scheduling Services. Ability to be responsible for national strategic planning for programs, and works collaboratively with the VISN 2 CRH Director. Ability for utilization of advanced management techniques to make decisions that optimize resources such as equipment, manpower, space, fiscal, contracting, and design of processes and standards for implementation of new services and expansions. Ability to manage VISN 2 CRH projects and workgroups to improve processes and care delivery to Veterans. Experience identifying, managing, and mitigating issues and risks while determining accuracy and relevance of information, and using sound judgement. Experience researching and proposing new and innovative ways to resolve or improve major problems or issues within the leadership framework. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09 and GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. OR, Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR, Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. In general, this position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires periods of continued walking, standing, stooping, sitting, bending, pulling and pushing. Transferring objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations. The incumbent may occasionally be exposed to patients/residents who are combative secondary to delirium, dementia, or psychiatric disorders.
