The Maryland Transit Administration (MTA), an agency within the Maryland Department of Transportation (MDOT), seeks a seasoned Chief Financial Officer (CFO) to provide enterprise leadership, fiscal stewardship, and strategic guidance over all MTA financial functions. The CFO partners closely with the Administrator and Executive Staff, directly supervising the Deputy CFO of Budget, Deputy CFO of Accounting, Pension Director, and the Director of Treasury.

The CFO leads and integrates Budget Management, Financial Analysis & Reporting, Accounting Operations, Payroll & Pension Administration, Fare Collections (policy and systems), Cash & Treasury Management, and Audit coordination to ensure MTA’s financial integrity and long-term sustainability.

Primary Job Responsibilities

Financial Leadership: Direct and oversee Finance and Treasury operations, including budgeting, accounting, payroll, pension administration, fare collection, cash management, and audits. Ensure timely, accurate financial reporting and analysis.

Policy & Compliance: Develop and enforce financial policies and internal controls. Ensure compliance with GAAP/GASB, State and Federal requirements, CBAs, MDOT reporting, and pension plan standards.

Executive Counsel: Advise the Administrator and Executive Team on fiscal strategy, cost optimization, revenue initiatives, labor contract impacts, and financial system needs. Prepare for legislative hearings and respond to State proposals.

External Representation: Represent MTA at legislative hearings and public forums on financial and pension matters.

Pension Governance: Serve on the MTA Pension Plan Board; collaborate with actuaries and ensure accurate reporting and compliance.

Staff Leadership: Lead and develop Finance and Treasury teams; provide technical guidance and foster a culture of accountability and performance.

Strategic Planning & Systems: Drive long-term financial strategy, ERP modernization, and fare collection system improvements. Serve as key stakeholder for financial systems and vendor contracts.

Union Payroll & Labor Relations: Ensure accurate payroll aligned with CBAs; partner with union leadership on finance and pension issues.

Minimum Qualifications

Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field.

10+ years of progressive financial leadership experience, including budget oversight for large public-sector or complex organizations, GAAP/GASB financial reporting, and audit coordination.

• Demonstrated experience operating in a unionized environment, with payroll administration aligned to CBAs and strong labor-management collaboration.
• Experience with pension plan governance/administration, actuarial coordination, and board-level reporting.
• Proven expertise in treasury, cash management, and debt/financing strategy; familiarity with fare collection policies or revenue systems a plus.
• Strong analytical, presentation, and stakeholder engagement skills; ability to translate complex finance topics for diverse audiences.

Preferred Qualifications

• CPA, CMA, or CFA; or MBA
• Prior executive responsibility for budgets at or above $1B, or for a multi-modal transit/transportation agency of comparable scale.
• Experience leading ERP/financial system modernization (GL/ERP, payroll, AP), internal controls, and audit remediation.
• Public-sector finance experience in a State or Transit environment; familiarity with Maryland fiscal processes and statewide policies.
• Experience presenting at legislative hearings and working with actuaries on pension valuations and funding policies.

Employees assigned duties that require the operation of a motor vehicle must possess a valid motor vehicle operator’s license.
