We’re hiring a Backflow Service Manager to own the operational core of the business: scheduling, field supervision, multi-agency compliance, estimating, and vendor management. Excel Backflow Service, Inc. DBA Terry’s Testing – founded in 1984 – is a small, well-established backflow testing and certification company serving commercial, industrial, and residential clients across Southern California. Our service area spans the Inland Empire, Orange County, and Los Angeles County. We work with property managers, municipalities, contractors, and businesses who rely on us to keep their backflow prevention assemblies tested, certified, and compliant with California state requirements and the varying submittal standards of dozens of local water agencies. We have a loyal client base built over four decades and a reputation for doing the work right.

About the Role

This is an office-primary leadership role with close coordination with the field. You will be the operational center of gravity for a three-technician crew and part time office staff – responsible for everything from daily routing to multi-county compliance reporting. Because we serve water agencies across three counties, a working knowledge of the different submittal requirements across LADWP, IRWD, OCWO, and Inland Empire utilities is a meaningful advantage. Twelve months in, success looks like this: the field runs efficiently across all service areas; estimates go out quickly; no compliance deadlines are missed for any water agency; technicians are well-trained and the owner has genuinely stepped back from daily operations.

What You’ll Do

• Schedule and dispatch three field backflow technicians across the Inland Empire, Orange County, and Los Angeles County service areas – optimizing routes and job assignments to maximize daily productivity.
• Prepare accurate estimates and quotes for backflow testing, inspection, repair, and certification jobs for commercial and residential clients.
• Own all compliance reporting – ensure test records and certifications are filed with the correct water agency (LA County, OC, and Inland Empire utilities each have different submittal procedures and deadlines) accurately and on time.
• Manage vendor and supply relationships, including parts sourcing, pricing negotiations, and

Field inventory.

• Train, mentor, and quality-control field technician work product; conduct periodic job-site visits and audit completed test reports.
• Serve as the primary point of contact for customer scheduling questions and escalations across all service areas.
• Maintain electronic backflow assembly records and coordinate with office staff on invoicing and documentation.
• Track technician certification renewal dates and coordinate continuing education to maintain SWRCB-recognized credentials.
• Identify process improvements that increase team efficiency, reduce costs, or improve compliance accuracy.

Why This Role Is Challenging – And Worth It

Managing backflow compliance across three Southern California counties is genuinely complex. LADWP, the Sanitation Districts of Los Angeles County, Orange County Water District (OCWD), Inland Empire Utilities Agency, and dozens of local water purveyors each maintain their own backflow assembly databases, submittal windows, and certification acceptance criteria. A great Service Manager here is someone who thrives on that complexity – who knows the nuances, builds the systems, and ensures nothing slips through.

What We’re Looking For

Required

• 5+ years of experience in backflow testing, plumbing services, or a closely related water utility trade.
• AWWA BPAT or equivalent SWRCB-recognized certification. As of July 2025, California requires all backflow testers to hold a State Water Board-recognized credential; ANSI accreditation will be required by 2027.
• Valid California driver’s license with a clean driving record.
• Demonstrated supervisory or lead experience managing field technicians or a service crew.
• Multi-agency compliance familiarity – experience navigating submittal requirements for water agencies across LA County, Orange County, or the Inland Empire is a significant plus.
• Strong organizational skills with the ability to manage multiple jobs, jurisdictions, and deadlines simultaneously.

Preferred (not required)

• Experience with field service scheduling or dispatch software (Syncta, ServiceTitan, FieldEdge, Jobber, or similar).
• Bilingual in English and Spanish (strongly preferred given our Southern California client base).
• Familiarity with LA, Orange, Riverside, San Bernardino Counties cross-connection programs and AWWA procedures
• Experience using electronic backflow record management systems.
