The Assistant Commissioner for the Division of Behavioral Health Services is responsible for the oversight, development, management, and operation of the four state psychiatric hospitals as a unified system of care that is clinically and operationally integrated with constructive application of policies, procedures, protocols, and best practices, to the end goal of providing the highest standard of inpatient care and serving as an effective partner across the state continuum of care that is responsible for successful reintegration of patients into the community.
Specific duties will include:
-Development and implementation of management, governance, and organizational systems to provide oversight and accountability of the hospital CEOs to insure the most effective and efficient application of all fiscal, facility, operational, leadership, human resource, information, and technology resources, with the goal to optimize patient care and recovery services.
-Support of programs that drive innovation, culture change, safety, and work force development with the goal to continuously improve care delivery, patient care management, transform to a trauma informed patient-centered system and create a rewarding and professional work environment for all employees at the State hospitals.
-Development of divisional strategic goals and objectives, and design and implementation of a system of evaluative controls to determine whether goals and objectives are being met.
-Management of staff to monitor utilization and outcomes measures as well as various benchmarks against external systems. This includes compliance with various applicable state and federal regulations.
-Oversight of fiscal operations, budget process, capital projects, and revenue cycle management on behalf of the state psychiatric hospitals, as well as implementation of workforce development strategies that create a rewarding professional work environment for all state psychiatric hospital employees.
REQUIREMENTS:
EDUCATION: Graduation from an accredited college or university with a Bachelor’s degree.
EXPERIENCE: Nine (9) years of professional experience dealing with administrative work requiring independent interpretation of rules, regulations, and policies; dealing with the public; governmental agencies or other business enterprises, five (5) of which shall have been in a managerial capacity.
LICENSE: Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
