Job Responsibilities

Under the broad supervision of the Assistant Director of Strategic Procurement Operations, the Procurement Training and Development Manager is responsible for leading enterprise-wide procurement education, workforce development, stakeholder training, and related operational support initiatives for the Department of Public Health (DPH). This position supports the strategic and operational goals of the Office of Procurement and Contracting Services (OPCS) by overseeing training and development functions that enhance staff readiness, stakeholder engagement, communication, process consistency, and overall operational effectiveness across the division.

This role also provides direct supervision, guidance, and performance oversight to Training Specialist(s) in support of training development, delivery, communications, and continuous improvement efforts.

Job Duties

• Creates, implements, and coordinates the functional and technical training strategy for the Office of Procurement and Contracting Services (OPCS), in alignment with division priorities, operational needs, leadership direction, and workforce development goals
• Directly supervises Training Specialist(s), including assigning work, setting priorities, reviewing deliverables, coaching performance, supporting professional development, and ensuring timely completion of training, communication, and related support initiatives
• Develops, implements, and facilitates procurement and contracting training in multiple formats for internal staff, agency stakeholders, business owners, and external customers, while managing stakeholder training needs and supporting related announcements, outreach, and communications
• Develops curriculum and learning resources using instructional design techniques, including presentations, facilitator guides, participant materials, job aids, FAQs, newsletters, e-learning tools, reference materials, and stakeholder-facing support resources
• Develops and maintains strategic training, onboarding, and workforce development plans that support role readiness, staff development, competency growth, stakeholder education, and alignment with operational goals, policy updates, system changes, and process improvements
• Partners with office leadership to support operational planning and performance improvement efforts, including development and refinement of training metrics, evaluation methods, performance criteria, competency expectations, and success measures used to assess learning effectiveness, stakeholder readiness, and program outcomes
• Develops and monitors evaluation procedures to assess the effectiveness of learning programs, communication efforts, and workforce development initiatives, and provides data-informed recommendations for continuous improvement
• Supports staff engagement, coaching, education, and professional development initiatives that strengthen procurement knowledge, leadership capability, accountability, collaboration, and overall workforce performance
• Coordinates training calendars, learning campaigns, and stakeholder education schedules to support timely communication, participation, implementation, and operational readiness across the division
• Participates in process improvement, quality improvement, and division readiness efforts by identifying workflow inefficiencies, communication gaps, recurring training needs, and operational challenges, and recommending corrective actions and improvement strategies
• Supports readiness and change management efforts related to enterprise system implementations, policy updates, operational transitions, and other agency/state-wide initiatives impacting procurement and contracting functions
• Collaborates with leadership and subject matter experts to translate policy, procedural, technical, and operational updates into clear, user-friendly learning, communication, and support materials
• Acts as project or program manager, as needed, to ensure learning, communication, stakeholder engagement, workforce development, and operational support initiatives are effectively planned, coordinated, tracked, and implemented
• Provides support for special projects, leadership initiatives, and division priorities related to education, communication, staff development, process improvement, and operational excellence
• Applies professional knowledge of the procurement field, including the Georgia Procurement Manual (GPM), agency procedures, and related state rules and regulations, to ensure learning content and operational support activities are accurate, relevant, and compliant
• Promotes a culture of learning, continuous improvement, service, and operational excellence across the internal and external customer groups supported by OPCS

Minimum Qualifications

High school diploma/GED and one (1) year of management experience in area of assignment;

or

Six (6) years of experience required in area of assignment which includes one (1) year in a lead worker, team leader, or supervisory role.

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year

Preferred Qualifications

• Master’s degree in a related field from an accredited college or university AND One year of supervisory experience in area of assignment OR Bachelor’s degree in a related field from an accredited college or university AND One year of management experience in area of assignment
• Three (3) or more years of experience in adult learning, workforce development, or staff training; experience in instructional design and the development of training and support materials; experience in procurement, contracting, public sector, public service, or other regulated operational environments; experience supporting change management, operational readiness, or system implementation efforts; and supervisory, or program coordination experience.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
