Program Monitor Full Time NEW

This position is located in the Department on Disability Services, Rehabilitation Services Administration, Randolph Sheppard Vending Facilities Program (RSVFP). The purpose of RSVFP is to assist persons who are blind and with visual impairments with remunerative employment through the development of appropriate vending facility sites and by providing operational, administrative, and training initiatives that promote financial independence, business growth, and entrepreneurship.

The primary responsibility of this position is to perform on-site observations, evaluate, investigate, review, and assist the blind vendors in operating their respective facilities.

MAJOR DUTIES

• Accompany vendor to potential site locations to include the Call Down process, or temporary facility assignments, etc.
• Assist vendor with initial setup and merchandising of the RSVFP facility, and ensure the facility is ADA compliant.
• Serve as point of contact (POC) for all requests for inventory, equipment, maintenance, and repairs; coordinates the delivery and installation of equipment for assigned vendor facilities.
• Conduct site visits to monitor equipment usage, check for faulty equipment, observe the vendor’s staff and the operation of facility to make recommendations on improvement, follow-up to see if correction of identified issues have been implemented, assist with the upkeep of the facility as it relates to health inspections, and ensure the facility is in compliance with DC Department of Health (DOH) regulations.
• Provide counsel to vendors on how to increase profit, based on regular review of Profit and Lost (P&L) Statement and monthly facility evaluations.
• Complete asset tags on equipment used at RSVFP facilities.
• Provide technical assistance to vendors, e.g., for telephone issues, credit card machine installations, proper use of the equipment, assembling small equipment
• Assist vendor with obtaining all necessary certifications and licenses required to operate the RSVFP facility.
• Provide instruction on the proper signage to use in the facility.
• Participate in reviewing blueprints for renovations, facility design, and placement of equipment, and make recommendations to architects.
• Act as the liaison between RSVFP and federal/city building managers/General Services Administration (GSA) to ensure operational effectiveness, and to alert building management of a new vendor and/or when the vendor is leaving the location.
• Ensure the vendor is knowledgeable about the policies and procedures of the Randolph-Sheppard Vending Facility Program.
• Serve as a witness for Petty Cash transfers during facility changes.
• Assist vendors in the process of transferring to a new facility by inspecting the facility and distributing the new licenses, permits, and agreements.
• Complete health and safety monitoring reports quarterly.
• Perform and complete monthly facility evaluations, documenting findings and submitting reports to the supervisor.
• Perform other duties, as assigned.

Qualifications

Applicant must have one (1) year of Specialized Experience at the next lower grade level. Three (3) years of related work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform work affecting the effectiveness and efficiency of the operation of facilities for licensed blind managers and vendors.

EDUCATION

Bachelor’s degree in business administration, marketing, or a related field is preferred. An equivalent combination of education and experience is required.

Work Experience/Knowledge Required

Knowledge of the Randolph-Sheppard Vending Facility Program (RSVFP).

Knowledge of facilities operations, food services, and understanding of equipment sufficient to support the operations of the vending facilities associated with the Randolph Sheppard Vending Facilities Program.

Knowledge of Federal and District laws, rules, regulations, policies, and procedures associated with the RSVFP.

Knowledge of the operational differences between the various types of facilities, e.g., snack bars, delicatessens, cafes, gift and card shops, convenience stores, fresh express, coffee express, micro markets, and lounges, is sufficient to provide technical assistance to the vendors and program staff.

Skill in written and oral communication.

Ability to use general office automation software and equipment.

This position is in the collective bargaining unit represented by AFSCME Local 2401.
