Under the executive direction of the Deputy Commissioner of Management and Budget (Chief Financial Officer) and with broad latitude to exercise independent judgment, action and decision making, the Assistant Commissioner/ Agency Chief Contracting Officer (ACCO) is responsible for the management of all agency procurement functions in accordance with the New York City Charter, the New York City Procurement Policy Board Rules and other applicable federal, State and City laws, rules and procedures. The ACCO is a position delegated authority under the Agency Head to organize and supervise the procurement activity of subordinate agency staff in conjunction with the City Chief Procurement Officer in the Mayor’s Office of Contract Services.
Duties will include but are not limited to the following:

The Contract Administration Section (CAS) is responsible for the procurement and management of various Department large-scale and multi-year contracts and agreements for goods, services, construction and information technology to support NYPD operations. CAS processes such contracts through City procurement and financial systems in accordance with the PPB Rules. Typical procurement source selection methods include but are not limited to Competitive Sealed Bidding, Competitive Sealed Proposal (RFP), Negotiated Acquisition, Sole Source, Intergovernmental, M/WBE Non-Competitive Small Purchases, Emergency Purchases and Demonstration Projects. Contract management actions processed by CAS include Renewals, Contract Amendments/Modifications, Change Orders, Extensions, Direct Orders and Encumbrances. CAS is also responsible for contractor outreach and contract compliance including but not limited to M/WBE participation goals and Prevailing Wage requirements under NYS Labor Law.
The Quartermaster Section (QMS) maintains central warehouse distribution points for all NYPD equipment and supplies. QMS is responsible for processing Direct Orders through DCAS citywide requirements contracts, M/WBE Non-Competitive Small Purchases as well as “5+10” Small Purchases and Micro Purchases of certain goods and services for all NYPD commands, including ensuring the timely and accurate processing of purchase documents in compliance with procurement directives and policies. Additionally, QMS is responsible for the warehousing and distribution of supplies, furniture, and equipment. This includes Personnel Protective Equipment, as well as the transfer, relinquishment and the safe disposal of NYPD surplus goods and electronic waste.
The Equipment Section (ES) is responsible for the procurement of various uniform items and equipment for new recruits, Uniformed Members of the Service, School Safety Agents, Traffic Enforcement Agency and other Agency Personnel. ES also operates a storefront at the NYPD Police Academy in Queens.

Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in “1” above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in “1” above.
