JOB TITLE: Public Transit Manager
REPORTS TO: Montezuma County Director of Social Services
FLSA STATUS: Full-time, non-exempt
DEPARTMENT: Social Services
SALARY RANGE: $23.00/hour
SUMMARY:
Transit Manager is responsible for over-seeing the daily operations of the transportation program, administrative work, directing public transportation program, adherence to the rules and regulations of the Federal Transit Administration and the Colorado Department of Transportation as well as Montezuma County policies. Following and understanding the Title III Older American’s Act policies and procedure and submission of monthly billing reports.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: (The following statements are illustrative of the essential functions of the job and do not include other assigned duties)
· Completes activities requested by the Director
· Acts as the main face of Public Transportation
· Provides data reports to Director to support grant submission and contract compliance
· Build and maintain strong relationships with local officials, agency directors, and the public
· Create and execute public presentations on behalf of public transportation
· Attend and participate in professional group meetings: stay abreast of new trends and transit needs of the communities
· Review transportation activities, cost of operations fleet maintenance and insurance costs
· Assess unmet transportation needs in partnership with the Director and the community
· Attend advisory board and hold regular meetings; facilitate communication on meetings, notes and written updates
· Bills and/or submit billing to the agencies monthly, and will keep records of all deposits made with the Montezuma County Treasurer’s office
· Track all services for the Older Americans Act and Older Coloradans Act: Assisted Transportation and report to Director monthly
· Reporting of Medicaid Non-Emergent Medical Transportation program and Medicaid Home Community Based Services
· Timekeeping of employees, tracking vacation and sick leave for employees
· Oversight of accurate time submission for employees
· Supervise employees assuring that all rules and regulations are up-to-date and followed, according to the Public Transportation’s policy and procedures manual, County handbooks, and requirements with the grantors assuring they are preforming their duties accordingly
· Review of complaints regarding transit operations: resolve problems in a timely, effective, and efficient manner: investigate transit accidents and incidents: prepare reports and maintain necessary records
· Fill in for driver and/or dispatcher when necessary
· Ensure new hires complete mandatory training before they start to drive in accordance with CDOT/FTA rules and regulations
· Provide Director information on necessary training to be conducted monthly and annually
· Maintain maintenance records on vehicles, work with Colorado Department of Transportation (CDOT), following all necessary rules and regulation set forth by CDOT, vehicles are to be kept in good repair.
· Work with Montezuma County Fleet Department for all repairs needed on vehicles, keep log of required vehicle maintenance
· Participates in local, regional, and state functions that enhance coordination strategies for Public Transportation. These functions could include: Transportation Planning Region and the Southwest Transportation Council.
· Attend bi-annual statewide associations that include Colorado Association of Transit Agencies
· Complete staff schedules daily, weekly and monthly
· Manage the Drug and Alcohol Program and compliance with FTA/CDOT guidelines
· Ensure policies are up to date and manages new regulations for ADA, Title VI, Drug and Alcohol Program and others
· Review all accommodation requests
Education:
Associate’s degree (A. A.) or equivalent from two-year College or technical school; or three to four years related experience and/or training; or equivalent combination of education and experience.
Experience:
Three years’ experience working in public transportation setting
Special Requirements:
Valid Colorado Driver’s License and satisfactory driving record. Must pass background check, drug screen and motor vehicle record check.
Required Knowledge, Skills and Abilities:
· General office procedures, policies and practices, as well as basic knowledge of standard office equipment to include computer, fax machine, copier, and telephone.
· Correct English usage, including spelling, grammar, punctuation, and vocabulary.
· Record keeping, filing and preparing clear and concise reports, correspondence and other written materials.
· Advanced accounting and budgeting principles and practices.
· Background with budgeting and billing experience.
· Applicable state, federal and local ordinances, laws, rules and regulations.
· External governmental bodies and agencies related to area of assignment.
· Using tact, discretion, initiative and independent judgment within established guidelines.
· Organizing work, setting priorities, meeting critical deadlines and following up assignments with a minimum of direction.
· Must be able to communicate orally and in writing with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.
· Researching, compiling, and summarizing a variety of informational and financial data and materials.
· Applying logical thinking to solve problems or accomplish tasks; understanding, interpreting and communicating complicated policies, procedures and protocols.
· Ability to act with discretion, maintain confidentiality and be professional.
· Ability to work in variety of accounting software’s and various data bases.
Office Technology/Computer Skills:
Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must have extensive experience in word processing, database manipulation, and email with a high degree of accuracy. Must be able to learn the software and programs related to the position and the County.

Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Ability to work extended shifts and attend training when asked and the ability to work in stressful situations
