Position: Highway Superintendent
Location: Yarmouth Public Works Department
FLSA/Position: Full-Time/Hourly/Non-Exempt
**Base/Pay Rate: $37.49/Hourly — $77,979/Annually. This position
will be eligible for overtime and stipends, as applicable.

JOB GOAL:** This is a working supervisory position in Road Maintenance
Operations of the Public Works Highway Department. This position
schedules, supervises, manages and occasionally operates equipment and
assists the operations staff. This position is further responsible for
checking work performed by employees to ensure that it meets the quality
standards of the Public Works Department. The successful candidate must
be able to perform and assign tasks in a positive manner that
demonstrates and models both team building and leadership skills.
ESSENTIAL FUNCTIONS:
Plans, schedules, and helps to develop and implement policies and
practices to ensure quality maintenance, safety and customer service
as they relate to Town streets and associated
Ensures all required training of Public Works Department Highway
Division employees are met and documented.
Develops, reviews and assigns daily work to Highway Foreman for
execution.
This position will be responsible for directing all winter
operations.
Works with the Highway Operations Foreman to ensure that any
required Commercial Drivers License (CDL) training is properly
implemented and followed towards a successful employee result. The
Superintendent will oversee the training process and will sign off
on all Employee CDL training.
Responsible for implementing and using technology that is deemed
beneficial for Public Works Department
Responsible for ordering materials and supplies necessary to perform
Highway Maintenance activities.
Inspects and/or repairs streets, drainage systems, structures, and
ditches at frequent intervals to ensure that all aspects of these
systems are maintained and functioning properly.
Maintains a variety of records relating to inspections, maintenance
activities, repairs, inventory, storm reports and material usage.
Provide timely reports to the Public Works Director as needed.
Oversees the Dig Safe program, capturing infrastructure updates in
GIS, and facility inspections.
Responsible for the implementation and compliance with all Public
Works Department written policies and programs. Reviews PWD written
policies or programs annually and recommends updates or changes as
Responsible for knowing and enforcing all safety regulations,
policies and practices associated with Public Works Must be familiar
with Department of Labor and Work Zone Safety regulations.
Responsible for submitting bi-weekly Department Provides Department
records to Public Works Department Administrative Assistant for
stipend payments as required.
Responds to citizen complaints and service requests regarding
potholes, drainage, right-of-way problems, signals, streetlights,
signs or other related issues. Evaluates situation and explains
findings to the Public Works Director and assists with determining
solutions and appropriate response(s). Works closely with the Public
Works Department Administrative Assistant regarding work orders and
recordkeeping.
Provides effective and timely communication to the public regarding
service requests, maintenance activities, service disruptions,
traffic detours, etc. through the Public Works Department
Administrative Assistant.
This position will be part of an on-call rotation and must be
available to be called in to work duty as needed, but especially
during all weather events.

DESIRED MINIMUM QUALIFICATIONS:
Education and Experience:
High School Diploma or GED equivalent. Additional education in civil
engineering, road maintenance, paving, construction practices,
project inspections, work zone and workplace safety are strongly
Five (5) years of supervisory and maintenance experience relating to
infrastructure, seasonal road maintenance, and road construction
activities.
Any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
Considerable knowledge of construction/maintenance equipment,
facilities, construction materials, methods and procedures used in
maintenance, construction and road repair
Basic computer knowledge with the Microsoft Office Suite programs,
electronic work order systems and GIS-based infrastructure management
systems.
