The WEA team is diverse, inclusive, and nimble enough to assemble teams of healthcare professionals within days using our proven local staff recruitment models to address population health crises and communicable disease outbreaks. The WEA team’s partnership model is collaborative and allows hospitals, health jurisdictions, state/local government agencies to provide timely care using equity-based strategies for individuals and marginalized communities.

Purpose of the position

The Senior Project Manager will lead multi-stakeholder projects from initiation through closeout. This role requires strategic leadership, strong project governance, and hands-on management of scope, project plans, schedule, budget, change management, and execution. The successful candidate will partner with internal and external stakeholders to deliver project objectives.

Key Responsibilities

• Lead end-to-end project management, including scoping, planning, budgeting, change management, and execution.
• Develop and maintain comprehensive program plans, milestones, resource plans, and budgets; monitor variances and implement corrective actions.
• May manage grant and contract life cycles (federal, state, and foundation grants): work with finance to track budgets, ensure compliance with funding terms, prepare progress and financial reports, and support audits.
• Lead and support program implementation across diverse healthcare and community-based care settings, including hospital-based, ambulatory/outpatient, mobile/street medicine, and public health environments, ensuring alignment of clinical workflows and operational processes.
• Establish and maintain program governance structures (steering committees, workgroups); prepare status reports and dashboards for executives, funders, and stakeholders.
• Oversee scope management and change control; assess impacts of scope changes on schedule, cost, quality, and regulatory compliance.
• Lead cross-functional teams (including, but not limited to, clinical/public health staff, data scientists/analysts, IT, communications, vendors) to ensure timely, high-quality deliverables.
• Drive performance management using key performance indicators (KPIs) and data analytics; monitor program outcomes and implement continuous improvement initiatives.
• Ensure data accuracy, privacy, and security in accordance with applicable laws and regulations (e.g., HIPAA, federal and state privacy requirements) and organizational policies.
• Manage vendor and contractor relationships, including procurement, contracting, performance monitoring, and issue resolution.
• Coordinate with state and local public health agencies, community organizations, and other partners to align projects with policy goals and community needs.
• Prepare and deliver clear communications, briefings, presentations, and executive-ready materials for diverse audiences.
• Promote health equity and culturally competent practices across all program activities.
• Ensure compliance with applicable laws and regulations, funding requirements, and organizational standards (quality, safety, ethics, and privacy).
• May supervise staff and/or project coordinators.

Key Highlights

• Compensation Range: $95,000–$130,000 per year, with final compensation determined based on experience, qualifications, and role scope.
• Work Location & Expectations: Hybrid with periodic onsite requirements. Occasional to frequent travel as project needs require.
• Work schedule: Standard business hours; may require flexibility to meet deadlines and stakeholder meetings outside standard business hours.

Requirements

QUALIFICATIONS

• EDUCATION: Master’s degree in Public Health (MPH), Health Administration, Epidemiology, or a related field; or equivalent combination of education and public health program management experience.
• EXPERIENCE: Minimum 7–10 years of relevant program and project management experience in healthcare. Demonstrated success managing complex initiatives and collaborating with diverse stakeholders. Preference for experience with federal/state agencies, local health departments, nonprofits, providers, grants management).
• CERTIFICATIONS: Project Management Professional (PMP) or other recognized project management certification is strongly preferred.
• KNOWLEDGE AND SKILLS:
• Proven ability to manage multi-disciplinary teams and coordinate cross-organizational projects.
• Excellent stakeholder engagement, negotiation, and facilitation skills.
• Data-driven decision making; ability to interpret data and translate into actionable plans.
• Proficiency with project management tools
• Excellent written and oral communication; ability to present to diverse audiences, including executives, staff, funders, public officials, and community partners.
• Knowledge of privacy and security requirements related to health information (HIPAA familiarity; federal and state privacy laws).
• Change management, risk management, quality improvement, and process optimization capabilities.
• LICENSES/CERTIFICATIONS: Valid CA driver’s license preferred if travel to multiple sites is required.
• ADDITIONAL PREFERRED QUALIFICATIONS:
• Understanding of public health program operations, policy context, and health equity considerations in California.
• Experience with California public health initiatives (e.g., immunization programs, chronic disease prevention, maternal and child health, environmental health) or county/state health department contexts.
• Experience with environmental or community health projects that may involve CEQA considerations or similar regulatory frameworks (as applicable to the project).
• Budgeting, financial management, and grant/contract compliance experience.
• Multilingual abilities and culturally competent engagement with diverse communities.
